How much do you want to spend?
Options are many, I have used 7 being Windows Movie maker
Sony Pro, Ulead Pro, Nero, Avid free, DivX and AVS.

This can be a very personal decision based on useability and feature combinations!

My choice as best value for money under $100 was Nero.

Get a open source generic package otherwise you will become locked into a vendor or player compatability issues.

If you use a MAC computer their basic included softwear has some great options
