Danger of the trails, should offroad education be compulsory?

I like to hide in the shadows and not speak up but Last week I almost collided head on with 3 bikes and a 4wd all were on the 'wrong side' of blind corners out on the trails. I have lost count of the number of head on collisions I am aware of in the past 12 months and it seems to me the more I ride a lot of people think that they have the trails to themselves.
I havnt been riding as long as most but something that strikes me is that to ride in the bush legally you have to have a full motorcycle license. However when you sit through the training and testing to obtain one it is all road focused where there are white lines marked to show which part of the road is yours. Of course there are NO white lines on the dirt. I could not remember one thing being mentioned about offroad riding!
Being carted away in an ambulance and time off work from your own errors is one thing but from someone elses errors is different.
Ill be the first to admit im not an angel on the bike and I dont think that anyone could class themselves as one but...
Is it about time that an offroad license is required or a compulsory course related to offroad riding be introduced?
Thats just my grumble session but something I thought I have to raise.
